It is not really random, unless you consider a slot machine "random." BioWare has total control over the odds and unlocks. The reason the character cards are not pulled out when you max them out is to keep you from getting anything else anytime soon. Keep as much distance between you and unlocks you don't have yet so you keep playing as long as possible.

which is utter crap IMO since i almost have everything maxed out now

I don't have even the basic character unlocked... nor new weapons (Harrier but can't find any use for it), or any good weapons for that matter.

Buy only regular PSPs. If you don't get anything useful, you at least get some equipment and consumables.

You're having really ****ty luck unfortunately. I was lucky enough to get 5 out of 6 in 20 or so PSP's. But your situation reminds me of when I was trying to get the GI and must have blown through 30+ packs even after maxing out all weapons for it to finally cough up one. So keep trying, you'll get them eventually.

Honestly I can understand repeat characters but couldn't they at least let us unlock all of them before giving the same ones again?

Actually the problem is I'm getting too many REPEAT character cards.

Character cards are fine, if you've unlocked the majority of them. I've unlocked almost NONE of the new characters.

Really bad luck, 
Zero out of 100 seems almost impossible.   I just bought 10 PSP ( which is where I unlocked all the new guns and characters, btw ) and I only got one gear item and nothing but repeat character cards otherwise.

I feel your pain, I had to spend roughly 4mill to get my characters. Still no harrier, and no ultra rare in that time spam since the instant lvl X Krysae and Reegar. Have to update my Sig.

I unlocked everything but the Harrier and Vorcha Sentinel by spending 2 million credits. Maxed out the rest rather quickly.

I have only gotten a Phoenix Adept and a Vorcha Sentinel and some gear. I haven't even got any of the new weapons at Level I.

Really frustrating to see people calling for a nerf of them when I've yet to even try them.

No kidding. I unlocked the Phoenix Adept yesterday. The DLC character I have had the most unlocks for is the MQI, and that's only the second color.

You spent 10 mil? Wow! I definitely wouldn't play the lotto if I was you.

I have a theory that the store has a built in bias against farmers. If you were farming then MAYBE (its just an unproven theory) that explains the 'bad luck'.

I spent around 4 mil on the day of DLC and got everything except the Harrier which I got a couple days later.

I haven't unlocked the Cerberus characters...but I had the two weapons at X really fast.
