Bugs on the Citadel (and I don't mean Keepers)

I've been having some issues with stuff on the Citadel. Most of them are minor, but some are interfering with sidequests and squadmate interactions.
- When I go to the Refugee Camp area, James and Zaeed aren't in their usual places, even though their names are listed on the map.
- Jack and Jacob show up in Purgatory and in the Hospital before I get the messages from them asking Shep to meet them on the Citadel.
- I had the interaction with Kaidan at Apollo's Cafe, and later he told Shep he wanted to meet somewhere else on the Citadel. However, I can't find him anywhere, and his name doesn't show up on the map.
- The quest-giver for "Benning: Dog Tags" never appeared in the Embassies. I went on the N7 mission to Benning and found the tags, but when I returned to the Citadel, the quest-giver still wasn't there for me to return the tags to, and the quest was greyed out in my Journal.

Don't know about your experiences with most of those, but with the Benning: Dog Tags mission it is timed. After a certain point the quest cannot be completed (the Citadel attack if memory serves), so it isn't necessarily a bug.

Some of my characters dont show up either. One issue that really annoys me is 50% of the time when I enter the gun range on the citidel the game just freezes. I dont think it's the discs and I also have both discs installed. Don't know if thats just me. I always have to save before entering the gun range.

My timer must've run out on the Dog Tags mission then. I don't usually use the gun range, but I know my brother's had difficulty with it. Just now I was trying to do "Citadel: Asari Widow" - I know where I have to look, but there weren't any names on the map and I didn't get a nav point to show me where to go when I was walking through that area. I'll have to try again and see whether I can talk to her or not...

It may also depend on how you play the game. The proper way in most cases is that Shepard overhears something, perhaps speaks with them, and then goes away to do whatever it is (usually a fetch quest), and returns to the quest giver. If memory serves, in those cases they will show up on the map.

If Shepard doesn't receive the quest as above, and insteads finds the thing, then it is possible that the quest giver location is not highlighted on the map. It may also make the quest go a bit odd. Standard case would be the elcor diplomat mission. Due to excessive exploring I have already done the evacuation before speaking to them, and it doesn't complete. Often it means having to leave the area, and returning to complete the quest. So sometimes it could be just a glitch which needs to be refreshed.
