That's actually a Locust,  and It was from the pre-release,  Remember there were pictures of Assault troopers carrying Mattocks and Eviscerators? But in game they only use Hornets.

That's not a bug. That's how the picture was supposed to look when taken - it is not the vanguard glitch.
But congrats on complaining about bugs in a picture thread.

I just tried. Literally becomes invincible. Best against geth. They can't instakill you. But work against everything. Equip a pistol (I use my paladinX) with piercing mod (against shielded cerberus) and melee damage bosster. Now your reload time should be 200%, and you can charge all the things. Shields will reamin functional until you can reload them again with charge.
