Have BioWare Points, Can't travel?

Ok, I have an issue that I am at a loss as to how to correct.

1)      I got my PS3 for Christmas while living in the US. I have since moved to Canada. My main account is registered to the US (The one with all of my trophies & saved game info, this remains my main account for play purposes)  

2)      My ME3 game is registered to my US Account(I carried over my ME2 info from the US account as I didn’t have one on my CDN one): JamieGroulx

3)      I used some extra paypal cash to purchase BioWare points with the intention of using them in my ME 3 game. (The Paypal account is Canadian)

4)      I used $10 remaining on a Canadian credit card gift card to purchase BioWare Points also with the intention of using them in my ME3 game.

5)      I am at the point that I have 2400 BioWare Points in my Account. (Registered to my current E-mail account)

6)      When I enter the multiplayer store(From my US Account, again, because my ME2 info was carried over from here) to purchase Spectre Packs I don’t have an option to use my BioWare points.  The only options are:
 a)Credits (Earned playing multiplayer) &
B) $1.99 USD(presumable through the PSN wallet with an American CC)

I’m at the point where I suspect that my Bioware points may only be available to a Canadian account as they were purchased with a Canadian CC gift card & a Canadian based paypal account, and not my Amarican account where all of my game info resides.

I have had exchanges with reps from Bioware/EA. I contacted live chat 3 times and all three ended up being closed as though they "fixed the issue",unfortunately, it's still not fixed, nor was my theory confirmed.

I also called a rep, who was belligerent towards the end, who also ended the phone call saying that he did all he could and that the "issue was fixed". They basically told me it was the PSN's problem and not EA/BioWare. They did get me to erase my game info, which only led me to have to re-download all of the DLC. Thankfully all of my previously un-locked in game items didn't vanish.

I then contacted PSN and they provided me with a re-hash of the things Bioware/EA suggested.

Nothing has worked to date and I’m at a loss as to what to do, as both EA/Bioware & the PSN are convinced it’s the other side of the coin.

Totally frustrated. Anyone have any suggestions as to what to do with these BioWare points I have in my account? Or suggestions as to what to say to the rep’s to clarify the situation?

I know that my BioWare account and my Playstation account are talking to one another as I can track all of my accumulated ME3 Weapons, Mods, Characters, consumables & gear. So, I believe that the issue is that my "Bioware Wallet" is missing from my options when I'm in the 'in-game' store.
I've read through the "BSN and EA/Origin Account Troubleshooting" help (http://social.biowar...ge/account-help) page and don't see anything specific to the "BioWare wallet".
From here my next step is to try looking for further info on adding my "BioWare Wallet" to my PS3 account. I'll post back if/when I finish this step. Hopefully it helps someone in the same boat as I'm in.

So I logged into my EA Account to see if there is something going on at that end and found that ME3 as well as NHL 12 are in my library of games, but that I have yet to play them online. Whereas it is showing that NHL 11 & Dragon Age:Origins have both been played on-line.
I'm not sure if this has anything to do with it, but it is worth mentioning.

My PSN online ID is: JamesGroulx which is linked to my EA account under the Consol Persona for the PSN, so it would seem that there is a link there.

Playstation.com also has JamesGroulx as the main profile persona.
JamesGroulx is my Canadian account. I will update my profile with the hardware registration and see if that is it later tonight, I have a feeling that I'm on the wrong track, but at this point I need to align my profiles as much as possible in order to thin the field of potential issues as to why my Bioware points aren't showing up.
