 I've noticed that Kaidan, but not Ashley, sometimes fails to appear at Starboard Observation even when the map lists him as present there.  I've heard from PC version modders that this happens when both Ashley and Kaidan are flagged as "present," so I didn't know whether a glitch related to that might be at fault.

This has happened on 2 Kaidan playthroughs.  The current one occurred just after the N7 mission featuring Captain Riley.
