Tac scan cool down is generally shorter than a immediately broken cloak cool down for me. So fast that usually by the time the animation is done, the cool down is done. Hmm, ... I don't really have it in my mind right now and you post gave me doubts:
Does a powers cooldown start after the animation or right when you started it (particularily the TS one's of course).
Because if start of animation = start of cooldown and said one is bugged to override the TC's then with a +200% cooldown bonus setup the TO might be right on the math part. That would be the easiest thing to verify (but I can't right now, so if someone can conform either way, thank you).
The other point however still stands. Lot's of weapons, no matter the weight + 3 seconds cooldown after TC break >>> few, very light weapons (because TS cooldown > 3 seconds would turn the whole point moot) + less than three seconds cooldown in total damage capacity.

Shoot+TS immediately= 1.5 second cooldown ( you do the animation while still in cloak and ends when cloak's cooldown activates)
I suggest you test run. Every time you shoot in TC just TS immediately instead of using equations to support

Just tested it, my cooldown when I cloak and simply fire, vs when I cloak and TS is exactly the same. On top of that, the tac scan animation eats up my TC bonus damage time.
Edit: I did not try it with the zoomed shot, will try it with that.

Ok I got it working, buuut after evey single instance of me doing this, my next tac scan goes away immediately.

Hmm.. does your TS cooldown activate before TC does? the main way this works is to have TS's cooldown go after TCs to overide. Maybe 'instantly use TS' aren't the right words maybe just quickly, but not instantly.
Make sure that your shot actually deactivates the cloak (not the shot which you charge pre-cloak, other than that I guess it's just PS3 only exploit.

Tactical scanning is really just a specific situational thing. Actually using it during this process would be great but ultimately optional. The only times I use activelly tactical scan is against banshees, geth prime, atlas and brutes.
You can only tac scan 1 thing at a time
