I think Microsoft has a fixed limit on free DLC though.

Actually, EA already did this.
The latest (Xbox 360) Multiplayer Update for Battlefield 3 (free download) is about 2.5GB in size.

You could sum up and wring out the value, meaning or context out of everything in Mass Effect.
Omega is about fighting with a powerful crime lord against Cerberus to recapture Omega, a powerful criminal underworld held hostage by Cerberus. It's not meaningless because Omega, while not a big central part of Mass Effect, is definately an established place, with it's own established stories, characters and themes. With this DLC obviously taking that to new heights.
Crew interaction? Shouldn't matter. Mass Effect is about more than your squad.

For me, 1200 MSP/$15 is a fair bit to spend on something when we don't have much knowledge about it, I'd rather wait for some opinions of people who have played it instead of buying it no matter what. Particularly with DLC, there are time, size and budget constraints on the sort of content they can produce, and I suspect the prices aren't very good value to begin with relative to full game prices or even old-style expansion packs.
With Omega, that trailer above doesn't give much information on what's actually in the pack - we'd have to turn to developer comments or media previews to find out about things like the hub, the rough length or sidequests (or even that we couldn't take squadmates) - it's a lot of effort to make an 'informed' purchase.
Though I can totally understand that you don't want to be spoiled.
(I mean, that's the risk with reading reviews, I suppose - but I'd rather have *some* knowledge than spend money on something that later turns out to disappoint me.)

I was set on buying Omega, but if this is the case, which it does seem to be...maybe not. Aria and a female turian are cool and all, but if they're all there is, $15 feels a bit steep. I'll wait for the reviews.
Nothing wrong with the trailer, though. It looked nice enough.
