I'd have to agree with this. I bought every other piece of ME2/ME3 DLC on their launch days without even reading any reactions or reviews, but Omega was disappointing in its direction and the lack of... I don't know.. verve. It felt very perfunctory, and I'd hate to feel like Mass Effect content is just existing for the sake of it.
I'm a bit wary of the DLC strategy in general, frankly. The valuation seems to be way out of whack (I could justify 800 MSP for Leviathan, but 1200 for Omega was absurd), and nobody from Bioware seemed to be eager to clear up unrealistic expectations that emerged before Omega's release - things like an actual hub, or an Aria/Nyreen conflict that had huge consequences. When they turned out to not be the case, I can understand the cynicism.
