Boxed expansion packs don't realply sell anymore. DAO, GTA4, Oblivion & Fallout 3 still tried to sell DLC/expansion packs in traditional physical boxes and it didn't really work. Gamers just want to download it from XBL/PSN these days. So there's no way they would NOT have the next DLC/expansion on XBL and unfortunately, MS controls the file size limit here...dead_goon wrote...

Because you can't. You can have a DLC that uses content from other DLC (for example, Extended Cut & Leviathan "use" Javik, who is DLC, and Arkham City Challenge Maps use Robin & Nightwing characters if you bought them as DLC), but you can't force people to download 2 DLCs to have either work at all. Actually, the 2 GB limit for DLC packs doesn't apparently apply to patches. DICE has recently released a "patch" for Battlefield which exceeds the limit.
