Even if you could, Microsoft would see such package as 1 DLC that exceeds 2GB limit. In short: Microsoft sucks

It could be done like in The Walking Dead. Episodes 2-5 are treated as DLC for Episode 1, it's a single story and decisions carry over like in ME, but it doesn't force you to buy them all. You can skip an episode and the game picks random choices. So if Bioware felt so inclined they could release DLC: Part I, and later DLC: Part II, and people who only downloaded the latter could get a "previously on Mass Effect" plus some way to determine the decisions from Part I, if any.

I could see that working! Episodic content is kinda becoming a thing now in videogames... At least TellTale has definitely perfected it =)
