Hopefully so! It's why I have not bought any of the subsequent ME3 DLC (Leviathan/Omega) even though I bought all of the ME2 DLC, because while the ME2 DLC progresses the story, the ME3 DLC it is going over old ground and changing nothing with regards to the outcome.
Where do Overlord, Kasumi or even LotSB progress the main story of ME2?
LOTSB was originally a side-quest cut from the game (I suppose Liara´s LM that forced her to stay behind or something like that), and followed Liara´s character arc, so it was important. The other 2 were just sidequests, but the same can be said for most missions on ME2. Colonists are being turned into goo while you are psychoanalizing your crew after all. At least with the SB files Shep learnt of the Mars second data cache.
So basically, because ME3 had more of a main story, its DLCs are bad? Leviathan gives more depth to the main story of ME3, as does From Ashes and Omega follows Aria's character which is pretty much the same as in LotSB - content that was hinted at in the main game and highlights the respective characters.

Usually that's the reason why people dislike the ME3 dlc-s (even if their production value and quality is very good, I dare to say that they surpass most of the previous dlc-s in many ways). The core reason: they don't change the ending or they are not post-ending dlc-s (blue babies, LI saving Shep from rubble... yadda, yadda... the usual romance-centered stuff), even if it is evident that there would be no sense to make a post-ending dlc since the reapers are defeated by then, and by this the conflict of the whole trilogy is solved... not to mention the fact that Shepard is dead in all permutations of the ending but one.
Believe me, if people (all or most) would love or be ok with the ending, they would eat, drink and breathe these dlc-s and praise them to the stars, as they do with the ME2 dlc-s now. It all comes down to emotions.
It is pretty clear that the ME3 dlc-s are all connected to the main plot: the war against the reapers and the race against Cerberus' nefarious schemes and doings, while the only previous dlc-s which were somewhat connected to the main plot of the trilogy were Arrival (evidently) and LoTSB. I still can't see the fuss about this latter one though: IMO it's on the same level as Omega: an action heavy side-chapter which revolves around one character... ok, it had two boss-fights which I never find a very interesting gaming devise and a brief car-chase, which was cool... oh yeah and the SB ship which I spent time on only once, since there's nothing much to do there after one visit.
