This was mentioned a few days/pages back.
I still think its asinine and superfluous (additional meaningless war assets), but some tinfoil hat theories may suggest that since before the ending debacle, and subsequent change to EMS requirements, it was much harder to get the "best ending" (the "breath scene" has the highest point value, thus "best"). It's possible that the DLC point values were originally meant to make that ending more accessible
only after you had a bunch of DLC, multiplayer to beef the score, or a "perfect" playthrough with imports. The war asset requirements were changed after the EC dropped so that any being with a brainstem could access the "breath scene" without too much effort or an ME1/ME2 import. The DLC war assets were kept however and simply made redundant, so Bioware couldn't be accused of trying to nickel and dime customers for a "perfect" ending with Shepard alive (anyone remember the "ZOMG Bioware lied about being able to unlock the best ending without an import/DLC.multiplayer!!!1!" threads?).
Possible? Maybe. But whether there's any truth to that or not doesn't matter, because either way no Bioware employee is going to come out and say, "Yeah, we did it. That was the plan."
End tinfoil hat mode.
None of this really matters at all though, because Bioware already has its litmus test of what type of products will be sellable to the masses.
