That guy wrote pretty much every good part of ME3.
Well, Weekes also wrote good segments (like Mordin), but he's moved on to Dragon Age: Inquisition. I wouldn't expect many writers from the trilogy to write the next ME, since they mostly come from Edmonton and are probably working on the new IP. Keeping a few writers with experience like Mac makes sense to ensure it follows lore and keeps it's identity as a Mass Effect game.

I wouldn't worry too much about that. IIRC it's not the writers, but the editors that are the responsible for keeping the lore intact. The question is, who is the chief editor for the next ME?

As far as I understand it, the scope of the game. Basically, how big/deep/wide the eventual project will be - that could be in terms of content, features, levels, story, etc, etc. It's a project management term, I think.
"Scope creep" happens when features or planned content are added to the stuff that needs to be developed, so the scope "creeps" outwards. It can be risky if the scope is expanded but resources or time aren't also expanded to deal with it.
But I think Mike was mostly poking fun at himself and the lead designer.

Mac's new position at Bioware is Narrative Director. I guess this allows him to work on the next Mass Effect, the comics and other things, but not necessarily as 'lead writer'. He also might be working on Casey's new IP.
