Yep.
We want out actions in new ME game to lead up to something new, not that set of endings we got in ME3.
We want to reach new objective, that shapes events happening after ME3.

And what would be the purpose? A game set between ME1 and 2 would lead up to ME3 endings anyway, meaning things you do are almost meaningless form macro scale.

No matter what you do ME 3 is going to factor into it - set it before ME 3 and as you point out it just leads to ME 3, Set it after and well ME 3 ending plays into it.
Between ME 1 and ME 2 seem to be the best time before the ME universe vent full R*****.
