Sounds like a Victorian/Gothic style to me. Definitely not Mass Effect or Dragon Age's style. Could very much be a new IP.

Could be interesting. Working with a smaller company could allow Bioware to do a more niche title and go more hardcore RPG, but I guess we'll see.

My guess is this will only be an add-on like dragon age legends, mobile or browser based, not the main game they are actually planning to sell.
I wouldn't mind a Victorian setting for the new IP. In fact, I'd love it if they went with that. I am aware this is an unpopular opinion, but I actually enjoyed Fable III quite a bit.

Assuming a more fictional based world though (like Thedas which is as a fantasy world and MEU's Milky Way which only has vague references to our world's history), I could go with it.

The thing is some of these settings seem boring because they have been done before or been single player, no companion kind of things. If BioWare plays to their strengths of companion driven stories they might have potential.
I... uh... don't think Failbetter's past games have anything to do with what they're doing for Bioware. Linking their games and the idea that Bioware's next IP is a Victorian steampunk thing is a very, very long bow to draw.
