It won't happen if the game isn't eyeing 2015; "Coming 2016" just isn't as appealing a statement. Only seems to work with movies.

Yeah, my eyes are set to E3. And about the 'they will release Inquisition first', it's worth noting that the past supports the exact opposite. ME2 was announced before DA:O was released, DA2 before ME2 and DAI before ME3.

I really hope we don't see anymore Cerberus in MENext. Their changes from neutral group to evil enemy alongside getting more screen presence than the Reapers themselves means I've had enough of them for a while.

Yeah, this. ME2 Cerberus seemed to be a (positive) departure from what we'd seen in ME1. And in ME3, well they became indoctrinated as Jeff said. What I would have liked to see is more non-cerberus characters becoming indoctrinated and screwing things up like that Hanar. The Reapers had this enormous power which the main characters and most people on the Citadel seemed immune to.
I miss Joker. It would be cool to see him appear at some point in the next game (assuming it occurs after ME3).

I doubt it will come in 2016. ME2 came three years after ME1, and ME3 two years after ME2. DA2 took another two years to be released after DAO, and if everything goes as planned DAI will come out three years after DA2, and it was announced two years before its current release date. Unless for some strange reason NME breaks the pattern, it shouldn't come any later than 2015, and we should hear details about it soon enough.
EDIT: Also, it is pretty much certain NME won't come out until after DAI, and it is extremely likely it will do so before the new IP. Ever since ME1 was released the only years with no new games have been 2008 and 2013. I doubt BioWare would want to add another to that list so soon.

I suspect late 2015 at the moment, not 2016, although I'm giving '16 higher odds than you are, for sure.
The pattern is what it is, but this is the first Mass Effect Game not part of the Shepard trilogy, the first Mass Effect game not part of the originally-envisioned three titles, the first Mass Effect game not being produced solely through Edmonton, the first Mass Effect game to appear on a new generation of consoles, the first Mass Effect game on the Frostbite engine... and more.
Patterns do break eventually, and there are a lot of firsts involved here. As I said, I'm thinking end of '15, but I wouldn't be surprised if it were a smidge past that.

And look how rushed ME3 felt as a direct consequence of it's short "gestation" for want of a better word, the speed with which ME3 was released drew an awful lot of criticism, rightly so, i would hope BW have learnt from that & have decided to take their time & get things right for MENext, the last thing they need is another rushed game, especially if it comes hot on the heels of ME3.

ME2 was a little over two years, not three. ME1 was released in November 2007 while ME2 was released in January 2010.
