I hope ME4 starts out fresh and doesn't have the ME3 save import option. Why? Because it would be good for Bioware to have a new start for new content and for those who don't have the time or means to play the trilogy and feel like content is unfairly being locked out.
And for those of us who would rather forget the trilogy entirely.
Apart from the PC, would a save import feature works with the PS4 and Xbox One?

Well they are making the Dragon Age Keep for DAI for just that purpose so they could make something similar for MEN.
Though I agree that an import feature is pretty unlikely.

They'd probably make something like the Dragon Age Keep.
Save imports don't work from current-gen to next-gen consoles, so it'd be impossible to do a transfer anyway without some kind of online solution.

DA:Keep is proof that the console gens won't matter for Mass Effect.
Whether Bioware does something about it, is still up in the air.

It's just cloud storage of essentially what gets imported into the next game. With a front end that lets you set all the decisions.

Plus it would mean that they could abandon the 360 and PS3 entirely and focus on PC and Next gen consoles without having to contain themselves to the last generation. Thus more detailed rigs and textures galore. ヾ( ≧∀≦)ﾉ

No. I don't know a lot about it, but I understand the main "Need" for it was consoles. If it was just for PCs you could pass around and organise save files a lot easier. Consoles will definitely be able to use it.

No, every console is using it.
The Keep is an online tool that lets you pick a whole lot of decisions which are then saved on Bioware's servers.
When you start up a new game, no matter what console/PC you're using, you can download that save file from the server and it will act as if you'd imported a "real" savegame.

Rumours are saying it'll be next-gen only, and commonsense seems to suggest they'll aim for that too.
