The Mako was simply too slow and the player spent too much time in it. The controls were easy enough (I never understood that argument) but the thing took forever to get from A to B, and vehicles should be fast to be exciting. I also think the set pieces that were designed around it were either simple and boring or just stupid (one hit kills from invisible thresher maws). Look at the final action piece in Half Life 2 Episode 2 for how to do vehicle action. In my mind, that is still today by far the best designed vehicle encounter for a shooter.
In contrast the hammerhead was too flimsy. The best strategy for it was simply to hand back flitting around in a semi-circle motion avoiding things while holding down the shoot key. This was also boring but at least the non-combat parts were better due to speed and jumping ability.
If they wanted to redesign the amko I think they would have to put a lot of effort into improving it. First increase its speed by at least 100%. Make the shield recharge same speed as when on foot. Give it half a dozen abilities, things like a nova aoe blast to encourage close combat, a defensive shield boost buff, a speed and jump turbo boost, a long range aoe attack, etc etc. Add critical hit points to enemies (which is double challenging when moving quickly). Allow the players Mako to be upgraded with different cannons, missiles etc. And then put enough effort into the encounters so they are fresh and exciting and involve multiple strategies.
And whatever else is done, when you slam into a humanoid enemy at full speed knocking it to the ground, and then run back and forth over it a dozen times, it should be taking some damage.
There is no point in doing something half a**ed it would be better not to use it. I thought thought the execution was terrible in ME1.

tbh I think if you hit some one on foot with the mako it should be an instant kill.

In ME1 you can operate the turret of the Grizzly but its pretty much like the mako's.

I've played ME five or six times and it never once occurred to me that you could get in the Grizzly's turret.
Don't feel bad. On my very first playthrough of ME1, I didn't realise the Mako was equipped with missiles until I triggered one by accident. You can imagine my surprise as I sat there, dumbfounded... the slow realisation setting in that I had been playing the game on a much steeper curve than had been intended by Bioware. In the end, though, I felt proud of myself for lasting as long as I did with just the standard gun of the Mako. And it made me a lot better at vehicular combat in this game.
Seriously, for me the difficulty level went down by about a hundred degrees.
Speaking of steeper curves, in my first two playthroughs of Mass Effect, I didn't realize that I could simply press the right control stick to zoom in with the Mako's weapons. I kept trying to drive within close-enough range to see what was shooting at me, only to be vaporized over and over again from multiple missile strikes. In the end, I muddled my way through the Mako missions with a plethora of squinting.
When I finally discovered that I could zoom in (by accident on my third playthrough), there was much gnashing of teeth. But some leaps of joy also. Mako missions were suddenly super-easy! ![]()

I don't know how many ME1 paythrus I had done before I realized the Mako had a scope I could zoom in with.
After that, shooting things in the Mako felt almost like cheating
Starting to think the Mako should have had a tutorial level, since I appear to not be the only one who discovered all of this late in the game. I didn't find the scope until ME2 was out.
