I don't see any strong implication for it being set in a different galaxy at all.
Now we just wait until the recording comes up and more detailed explanations of these tweets are revealed. I am hoping BioWare presents something officially for us back home.
I wasn't expecting anything major of this panel because this is the SDCC and it's not traditionally a platform where the game industry make their announcements.

I see this as meaning the Milky Way is different ever since the Reaper War. Which makes sense since regardless of choice: Destroy, Control, Synthesis, or Refuse, Shepard changed the galaxy.

I mean, how much else can there really be?
I'd wait for more information from attendees or Bioware before judging the panel. We got a few vague excerpts which- by themselves- appear to be some relatively meaningless or uninformative tidbits. I'm sure a lot more could be gleaned from the context surrounding them.
This is just getting pathetic. It seems they are more interested in multiplayer and cosplaying than the single-player and story. I'm feeling very distraught right now and I'm starting to get a little more than irritated by this trend.
