The (unconfirmed) fan panel that took place in late 2013 apparently included a question from Mike Gamble about what N7 meant to all of the players there, so I think it's highly likely that N7 now means a "morale boosting nickname", and it might even be used as a way to memorialise the legend of Shepard.
I don't like the rebranding of what is only a military rank, either, but the marketing people seem to love it and I reckon it'll stay in. I think it'll be so important to the next game's story that our N7 rank will be the basis of the player character.
At the time I took that as perhaps a hint that they were exploring multiple playable races. In the multiplayer section of ME3 (which is still part of the official canon) you had special operations teams formed from members of all the species fighting the Reapers. Those teams were unofficially referred to as N7 Special Ops, even though the only people to actually have an N designation would have been some of the original Alliance personnel.
I thought they might carry that forward into a sequel and have those ad-hoc teams evolve into a standing multi-species military unit answering to the Council or whomever, with all its members going through the N program. So then you could have for example, a Turian or Asari protagonist who actually is an N7.
Or maybe I'm completely wrong.
On that note I can't wait to get some concrete info on this game, rather than trying (and probably failing) to guess what the devs are up to.
