Can't speak for other PS4 users but as someone who loved DA:I, the extra wait for Jaws of Hakkon put me off the DLC. Lost interest completely. Hopefully it's not something BW will continue with in ME4.
And you have to be really stupid to do some exclusive stuff for a console that sells less than the PS4. And it's even more stupid for Tomb Raider where the fanbase is mostly on Sony consoles since the PS1 and TR sales were always stronger on Sony consoles.

I have flipped the Mako during the trench run on Ilos by accidentally hitting a tree root. The thing got stuck upside down and I had to restart from my last save. The Mako sucked.

Probably because of funding. Apparently it took SE some time to break even with the TR reboot even though they sold over 1 million copies in the first 48 hours because the development costs were so high. So SE bets on getting funding from Microsoft which will mitigate their financial burden and risks, Microsoft bets on being able to boost the sales of their console by financing the development of games from popular franchises on the condition that they become timed exclusives or have exclusive material on the XBO, and both parties hope that luck will be on their side and that they'll be able to make a profit out of it.
I don't know if steam sales for example are factored into these sales figures. Valve are usually quite tight lipped about it.
