As someone else said, the Bioware Base panels don't appear on the official schedule. They're usually held in a hotel or other space near the convention, but aren't actually part of the official program.
That really may be the case but it's worth noting that last year the panel where they showed the Mako for the first time ("Charting a Course: Developing the Next Mass Effect") was on the official schedule.
