Chris is the senior development director for ME Andromeda. He was visiting the ME team in Austin, as he says in the tweet

I think I'm anticipating the new IP more than anything else, to be honest. I... I just want to know the setting! I can't wait to have a new RPG series to look forward to! At the moment, the only titles I'm really invested in are those from BioWare and the recent Shadowrun games.

IIRC Mac Walters also said he knew the main character of (at the time) ME4 back in 2013 when he did an interview. I think that has been locked down for a while.
