I think, as you suggested, the writing team at Edmonton gave them the script and Montreal did level design and all that.

But still, this message likely isn't about Omega. Dave last worked on Leviathan (I believe he handled the second mission), so whatever level he's working on now must be for something new (he mentioned only recently that he's working with John again—Dave was the level designer for Tuchanka, and John the writer).
