I would assume they'd announce it eventually, maybe after the news of this has settled down? Or they put out a new trailer? Announce it during a period of hype?

They should have done that already, because if there's no lead as of now, I think the game might be in trouble.

I doubt that they are without leadership. More like they are declining to offer information. A theme, it appears, that is likely to include MEA , if not all Bioware projects going forward. We probably won't hear anything about this game until it's done. That might be a good decision. It certainly worked for Bethesda with Fallout 4.

CEO Andrew Wilson of EA mentioned a number of games to be published  over six months in Fiscal calendar year 2016-2017 (ie: from Oct 2016 to Mar 2017).

 

“An all-new Battlefield game from DICE will arrive in time for the holidays, we’re excited to have a new Titanfall experience coming from our friends at Respawn and of course, Mass Effect Andromeda from the team at BioWare will launch later in the fiscal year,”

 

Now, one could read that holidays = Battlefield =  2016 and that "later in the fiscal year" = Titanfall + Andromeda = 2017.  Also, EA is not about to compete with itself by releasing multiple games in the "same" time period. So, a spread of 2-3 months between game releases is reasonable.

 

Of course, one could say that the CEO "misspoke".

Well, for now it's holiday 2016 for Andromeda, and they certainly chose that with the new Battlefield in mind. Who knows?

It depends how they work.  For example the basic outline of the DLC stories could already be set, waiting to be fleshed out when the developers start working on it.  Or there could be a kind of game plan which outlines not only the story and the narrative world(s) of the game, but also the themes, recurring motifs, hidden character motives and such like, something that would guide any DLC writer in keeping the story consistent with the main game.
