Technically all galaxies are cannibals aren't they? I'm pretty sure they're using that word to try and get attention. Galaxies eat other galaxies and fuse together all the time...

If you think about it,  the answer is no. The smaller galaxy is absorbed by the bigger one and it disappears as a galaxy. The bigger one just gets bigger.

Most likely he's designing them visually. With modern engines, you usually only need to dive into C++ when working on or adding features to the engine.

Modern engines usually are. I don't have experience with Frostbite specifically, but I can't imagine it's any worse than UE4 in that regard.
