Set PRIMARCH VICTUS a CHALLENGE. If he or his CHAMPION can OUT-BADASS your selected CHAMPION, then he doesn't have to be PRESIDENTE. If he loses, then he must come with you to make the PLOT happen.

Your selected CHAMPION could only be ZAEED. So long as PRIMARCH VICTUS doesn't have some kind of WILD-CARD who hides in the SHADOWS like some flying rodent-based VIGILANTE, has enough SCARS to make Krogan women go wild, and can CALIBRATE a gun so hard it needs cigarette afterwards, everything should be FINE.
