Whenever I press start, the bar shows checking DLC once, then checking save data, then checking DLC again and does not load past that. Everything else loads in the background, I can log in to my EA account and the menu loads in the background showing resume, new game etc... but I can't move or access anything because the bar is preventing me from doing so. I tried clearing the cache, deleting+reinstalling DLC to no avail, any help is appreciated.

Welcome to the club, many are facing this issue, and while there are a few workarounds, none are guaranteed to work for you.
Personally, I deleted my cache, then started the game and declined the patch. This will let it get to the main menu like normal. Then, I went into my options, and in the Online segment you'll see a choice for Auto Login to EA Servers. Switch this to On, and close back to the main menu. Once you've done this, quit the game back to your dashboard, start it again and let the patch go through.
In my case, that worked, though for others it hasn't. Good luck, and I recommend skimming the stickied thread about Patch 2 for other possible ideas for you to try.

Yea this problem is persisting, I can get a workaround by unplugging my ethernet, getting to main menu offline and then proceeding to reconnect it and to XBL. But it's not a permanent fix whatsoever, still getting stuck if I try to normally boot up.

Anyway- I do hope that Bioware is looking into all of these major glitches. I'm a huge fan of Bioware and I'm sure most of the people that bother getting on these forums are. Pretty please please fix this!

Removed EA Online Pass and it stopped:
Just started yesterday. I play a couple hours a day. I cleared cache and threw out all DLC/passes/Pre order stuff and it loaded OK
However - in MP all the packs and weapons/characters are gone. Not good.
I reloaded everything and got stuck again. I took DLC out 1 at a time: it finally loaded perfect after DELETING the EA Online Pass!
Figures right?
While I get on MP no problem there are items missing on the left/Main computer. I haven't found what's missing but I remember Multiplayer, Extras are there, plus a Main or Resume...and something else. There are 2 or 3 items missing but it plays online!! Lets see if they ever fix this bug

OP, I had the same issue, and it lasted for three days. I contacted Bioware/EA, and they tried their hardest, however they could not figure it out. I removed/redownloaded everything like you did but nothing.
Simply, deodeo is correct, if you have disabled your AUTO LOGIN to the EA servers you will get this message.
After much trial and error I finally figured this out.
To fix it, sign into your XBOX with LIVE disabled, go into your Extras menu in ME3 and enable Auto Login to the EA servers.
Turn XBOX off, re-enable you LIVE, sign into ME3 as normal and the problem should be corrected.
Now, if you never disabled your AUTO LOGIN, I have no idea what the issue is.
