Can any pack you purchase have weapon mods in it or are there certain ones that are more/less likely?

Common mods in Recruit Packs.
Most uncommon mods in Veteran Packs.
Some uncommon packs apparently only as Spectre Pack granted uncommons (like the Assault rifle extended barrel).
