Councilor Tevos looked up from her desk. "Ah, there you are. Yes, there's something I wanted you to know."
"Is it about the Crucible?"
The councilor hesitated. "In a way." She stood up from her seat and walked towards Shepard. She was careful not to intrude on Shepards personal space, but she stood closer to the commander than was stricly necessary for diplomatic meetings. "I wanted to apologize for my dismissive attitude just now. I simply have to act in the best interests of the Asari."
Shepards expression softened a bit as the apology sounded genuine, but s/he was still disgruntled about another rejection from the council. "With respect, madam councilor, but I think the best interests of the Asari right now would be helping us build the Crucible and defeat the Reapers."
"We don't even know what it exactly does and, more importantly, if it works!" Tevos sighed, already regretting her outburst. She really didn't want to lose control. "But that isn't the point. I just wanted to tell you that my stance towards you and your cause has nothing to do with my... opinion... about you personally."
Shepard blinked confusingly at the Asari before him/her. "What do you mean?" the commander asked slowly after a short but awkward silence.
"That I don't hate you, if you might have thought that."
Tevos realized she became flustered. She could just smack herself; this wasn't how she had planned it!
"I didn't," Shepard said.
"Good. Because I rather like you. Enough to ask you to keep me informed about your progress with the Crucible. Would you contact me if you learn more about?"
"Sure thing," Shepard said, still a little bit wary about the Councilors motives. Still, it wouldn't hurt to just play along for now. "The Reapers might have access to the extranet. I think it would be wise if instead I'd inform you in person?"
"Yes, that would be best," Tevos said, returning to her seat behind the desk. "Goodbye, Shepard. And good luck."
Shepard left and Tevos was alone in her office again. "Where have I gotten myself into?" she murmured. Still, the prospect of seeing Shepard again, hopefully soon, was an enticing one. She just had to find a way to keep her inner Maiden at bay...

Could work, right? After each succes, however minor, Shepard reports back to Tevos. They slowly drift towards each other and after the narrowly averted coup attempt, they realize that they really are in love and have to act on it before it is too late. Or something like that. (I really hope this doesn't sound too cliché and cheesy

Not bad but it seems like Tevos just wants to get in Shpeard's pants and is essentially buttering him up. Considering the romance doesn't exist period you could also begin it at the end of Mass Effect 1. I had the idea that the councillors would hold a honorary banquet for the Normandy crew for essentially saving the galaxy single handedly. It is here that Tevos opens up to Shepard, wanting to put on a friendlier face and they grow closer.
My Letter's fic is based on this.

Hm, hadn't thought of that yet, but that is a good idea. Starting the romance at the beginning of ME3 is possible, but there's little time to really flesh it out. If they somehow kept in touch since ME1 or at least have a bit of history together (for example, there's probably more to Tevos and Aria than they show us in ME3) than you avoid making it seem like a fling.Confused-Shepard wrote...

Meetings on the Citadel, the email - type messages shepard gets, private video chats. As for specifics, i'm not a writer
Thinking of writing something called, "Letters To Madam Councillor" which would be a series of e-mails sent between them from the end of Mass Effect 1 to just before Shepard leaves for the final mission in Mass Effect 3
Through the letters we see their budding relationship from purely professional to good old fashioned star crossed lovers

Good riddance. Councilor Tevos <<<<<<<<<<<<<<< Councilor Sparatus. It's a shame because she's probably the only asari who's actually good looking.
Gonna have to agree on this. By ME3 The Turian Councilor Sparatus is the one that has your back which I knew would happen when the reapers arrived. Turians understand war better than anyone it made sense they would be front and center to fight the reapers. The salarians and asari go and hide on Sur'Kesh and Thessia like cowards....Valern and Tevos just pissed me off with their diplomatic bull crap....I will admit I like the first council better than the second and I like Tevos as a character but she pisses me off too much in ME3 to be a real fan even though she is one of the few good looked asari NPC's....
Sparatus on the other hand I've been a fan of since he dismissed our claims XD

Also, she's likely not a Matriarch. She's probably a Matron, given her appearance. Councilor Valern is on the Council despite being male, even though the female Dalatrasses are the ones supposed to have power among Salarians, so I figure that the Council, as it is technically not aligned with any of the local governments, does not include "genuine" political figures but rather competent figureheads. Might explain why Sparatus isn't kicking ten kinds of ass when Cerberus shows up too, since among turians asskicking = authority.
But that aside, romancing Tevos, yes please. The look she gives Shepard before sending her to Thessia ;3
