 I have trouble understanding what accuracy does exactly for my weapons. Does it mean how shaky the weapon's aim is or what? When I mod weapons there's always a mod to improve accuracy, but it never seems like it does much, except for seeing through smokescreen or the like.

The only one I know for sure is on shotguns, accuracy affects how wide the spread of the pellets is. More accuracy means tighter spread, i.e. you can hit something farther away. So for the other weapons I guess it also affects how tightly you can group the shots as well.

I am pretty sure that accuracy determines how close each bullet will come to hitting your weapon's crosshairs. This is why accuracy mods on the shotgun will result in a tighter bullet spread.

Note that other factors such as weapon stability can also affect accuracy. For example, rapid-fire weapons such as the Avenger and Tempest will "jump around" after each shot which will affect accuracy. The Hornet and Shuriken will fire in 3 and 6-rounds bursts respectively, with the weapon muzzle climbing with each shot in the burst. Note that these factors (I think) do not benefit from accuracy mods, but the Assault Rifles do have a stability mod which should help.

Exactly.  Accuracy in this game essentially affects the imaginary cone coming out from the muzzle that predicts where a shot will strike.  Inreased accuracy reduces this cone, which in real parlance can be called the group size for most weapons, or the pattern size for the shotguns.

Stability only effects muzzle climb, which in this game is represented by the "recoil" variable.

Taken together, they give the illusion of somewhat realistic recoil, although the degree is cartoony in many cases (see Revenant).

I see. So this would be why sometimes you're certain of a headshot snipe, but nothing happens?

Yep

Stability = affects recoil/muzzle climb
Accuracy = affects bullet tragectory after shot.
