Note that other factors such as weapon stability can also affect accuracy. For example, rapid-fire weapons such as the Avenger and Tempest will "jump around" after each shot which will affect accuracy. The Hornet and Shuriken will fire in 3 and 6-rounds bursts respectively, with the weapon muzzle climbing with each shot in the burst. Note that these factors (I think) do not benefit from accuracy mods, but the Assault Rifles do have a stability mod which should help.

Inreased accuracy reduces this cone, which in real parlance can be called the group size for most weapons, or the pattern size for the shotguns.RedCaesar97 wrote...

I see. So this would be why sometimes you're certain of a headshot snipe, but nothing happens?

Yep
Stability = affects recoil/muzzle climb
Accuracy = affects bullet tragectory after shot.
