Cover not registering

So, I've noticed that unless you are actively 'in' cover, that is, you've hit space and it has done what you want and put you up against the wall, you are rather safe from just about everything, unless it is a boss who will most likely pierce it. That's all alright. However, for those classes/builds that require you to be out of cover, even if you are completely behind something, most likely you'll be shot through it, as if the object wasn't even there.

Since the game won't let you charge weapons while in cover (Graal, Kishock, GPS, others), you've got to be out of cover to charge it and get good use out of it. classes like Batarian soldier, who have to remain out of cover (his blades are bugged, they won't do a thing if you are in cover), or Cerberus Adept who need to be close up, are constantly exposed, even when they are behind more cover than someone who is 'in' cover behind a railing.

This is quite frustrating. Can it be dealt with? Sure, but why have to deal with the game not working correctly? It punishes the playstyles that are constantly on the move. This game is about using cover, you say. Sure, but if I am using cover, while not being strictly 'in' it, why am I getting hit?

So solutions? Well the easy one would be to make the in game world objects actually be solid all the time, rather than just when you against it 'in cover'. But as this is probably too hard to do, since it would require effort, then why not allow weapons to be charged while in cover, rather than forcing you to be out of cover? Also, the Batarian needs his Ballistic Blades fixed.
