I have both a Valiant I and Black Widow I

I prefer the Valiant I because:
1.) It shoots off those 3 shots faster (easily within tactical cloak span)
2.) It reloads faster
3.) It has twice the ammo
4.) It has less recoil for easier adjustments on shot 2 and 3
5.) It weighs significantly less so I can spam energy drain or proximity mines
Plus with Extended Barrel and AP mod (both at 5) it only deals slightly less damage than the BW

And this is why I want one so badly! I don't even care about or use any of the other N7 weapons. . .

I wouldn't know, I'll probably never get it.

It is a perfect balance between the Viper and the Mantis. At least that's how I see it.
I don't think it replaces the BW. BW fires like a cannon, and like a cannon, it blows through multiple targets, does a helluva lot of damage, has high recoil, and a long reload time. The Valiant does less damage with no recoil and a fast reload time. It's just which you prefer. I say Valiant is the safer and easier choice.

Valiant III is light enough that I dropped the ultralight mod from my Geth SMG and still come in at +112% cooldown on my Quarian Male Engineer. The barrel mod seems more useful anyway.

And if you catch the enemies right, you get double-headers with the penetration-modded Valiant...

It's a fantastic sniper for any non-Infiltrator class. I use it exclusively on my Engineers-- it gives them distance while not bogging them down with long reload animations or cooldown time.

What's great about the Valiant? Simple, the low recoil. BW kicks like a frikken mule.
When i equip my BW III, i come BOTTOM in the scores coz i just can't kill anything with that recoil.
When i equip my Valiant I, it's like i'm transformed into a sniping God, and i usually top the scores by 50k or more in relation to the second highest.
Of course, i never use the Valiant now that i have the Krysae X...:P

It boils down to risk/reward. By that I mean the damage of an individual shot, versus rate of fire and reload speed, and clip size. By risk, I mean the difference between missing, bodyshotting, and headshotting -- the three possible outcomes of a given shot -- for the purpose of sniper rifles. The faster a given gun fires, and the lower its reload time, the less risk is involved in taking a given shot.

On one extreme you have the indra, which has a large clip size and is fully automatic. In exchange, each individual shot does comparatively little damage. Minimum risk:reward ratio.

On the other extreme you have the javelin, which has a clip size of one and an exorbitant reload time. In exchange, it has the highest damage from a single shot of the sniper rifles. Maximum risk: reward ratio.

Everything else is in between, with two exceptions (the viper and the krysae, representing extremes in their own right comparing risk:reward and damage per shot). The valiant is squarely in the middle of that, having appealing damage per shot, combined with a fast rate of fire and extremely fast reload speed. That's especially in light that a valiant user and fire an entire clip with cloak's damage bonus, whereas with higher-damaging sniper rifles this is impossible.

Basically, it's fast enough that you needn't take extra time lining up headshots because the consequence of a miss is low, its recoil is low enough to get the maximum effect of its rate of fire, and it does this without sacrificing damage.

So is black widow's recoil worse than the need to score headshots with valiant?

I didn't know it had all 3 shots in cloak bonus. My usual 3 shot technique is:

Fire>cloak>fire>fire
