I just saw a couple more posts with this issue:
I play ME 3 a couple hours a day.
I got up Sunday afternoon, after playing all night, and at the opening screen after pressing START( when the two graphic PC's appear onscreen) the 'Checking Downloadable Content' banner, and 'Loading' spinner appear onscreen, and the game will not load past that point.
While stuck at this spot, I can still log onto EA servers by pressing 'Y', and the EA 'server PC' also works, with messages scrolling across its screen. I can also cycle the EA / Galaxy Readiness screens using LB and RB on the XBox controller, but the game will not load past this point.
It's stuck, but the XBox is not frozen. I can also access the XBox Guide.
I restarted the 360, after clearing the Cache; I removed all downloaded content, including a Gamestop 'N7 pre order' pack, EA online license, The Resurgence and Rebellion packs as well as the release-day ME3 UPDATE. I could now start ME3, but of course everything from the DLC I had played so many hard hours for, such as characters and weapons, etc, were missing.....
I reloaded everything back into my Xbox 360, restarted, and it got stuck again with 'Checking Downloadable Content' banner and 'loading' wheel in the right corner.
I then began doing items 1 at a time. Removing the EA 'online license' allowed the game to load fine, including Multiplayer ( which I love...) but choices are now missing on the Left computer screen.
Downloading and adding the EA license back into the ME3 folder, the XBox gets stuck on 'Checking Downloadable Content' banner again.
Something seems corrupt ..in EA's pass.

i just started having the same problem. its definitely a glitch that EA needs to fix, but i think it has something to do with the option to auto log into EA servers. i didn't start having the problem til i turned the auto log off.

OP, I had the same issue, and it lasted for three days. I contacted Bioware/EA, and they tried their hardest, however they could not figure it out. I removed/redownloaded everything like you did but nothing.
Simply, deodeo is correct, if you have disabled your AUTO LOGIN to the EA servers you will get this message.
After much trial and error I finally figured this out.
To fix it, sign into your XBOX with LIVE disabled, go into your Extras menu in ME3 and enable Auto Login to the EA servers.
Turn XBOX off, re-enable you LIVE, sign into ME3 as normal and the problem should be corrected.
Now, if you never disabled your AUTO LOGIN, I have no idea what the issue is.
