I have finished the last two operations, did the requirements to get the commendation packs.  (Promote 3 characters and full extraction on silver with rebellion pack squadmate [me]) And I have not received my commendation packs.  I received my Victory packs for the last one, but not the former, and my friend who I did both of the challenges with received all of his victory and commendation packs.  Does this game just hate me or something?
