What level did you find yourself finishing the game at with an ECL of 2? I want to try a drow build, but if I can't reach level 28 by the end of the game, I'd be better off with another build.

You should make level 30. The only race with any trouble hitting 30 is Svirfneblen.
Keep in mind, though, that this means (1) importing from the OC where you did everything, and (2) doing everything in MOTB.
