I've recently been having some problems where the sniper rifle doesn't do damage. Some games it happens 2-3 times in one game and rare times a lot more. I've even had it happen with an enemy a few feet away from me. I do see the bullet hitting the enemy, but nothing happens. Any one else having this problem?

Its due to lag not registering the shot. It happens with all guns but most noticeable when using a single shot gun like a sniper. Since the 1.3 patch the lag has only gotten worse along with many other problems for the game. The only foreseeable fix to this problem is for Bioware/EA to release a new patch that actually works.
Its not really a bug its more lag than anything and there's not much you can do about it other than try not using a sniper or wait to use the sniper until you're sure the lobby's not lagging too bad.
A way you can try to fix lag if you are on xbox is install the game to the HDD.but on the other systems there's not much you can do.
One thing that's almost a sure fix is to be the lobby leader so you will get minimum lag

Maybe, though I don't notice any lag in the games it happens in and I haven't notice it happen when I use the other guns. I tend to switch when I notice and I stop having problems
