Yes if you shoot it directly at an enemy and it connects the mine will blow up.

The "line" the mine fires on isn't quite accurate to the aiming reticule so it takes some practice.
I find it easier to fire at the ground by their feet.

Ah yeah forgot about that. Why I generally only use it on big enemies like brutes or an atlas lol. Although, if your having Garrus use it and not Shepard, as long as Garrus is off-screen, the mine will hit instantly at where ever the reticule is. If your not sure about the aim you can use the tactical pause to calmly line up your shot.
