16 rares if you buy spectre packs.
20 rares if you buy premium spectre packs.
You will get more consumables and misc items out of the 16 spectre packs, but if you're really into all those minor items, just buy jumbo item packs.

If you want to buff your gear (not consumables), you can buy more SPs than PSPs. thereby giving you a better chance of upgrading passives.
If you want to roll the dice and try to get an UR - go for the PSPs. 1 in 10 or so will yield an UR.

Whoever told you that probably had a higher ultra-rare frequency from their Spectre Packs than from their Premium Spectre Packs, but that's irrelevant to probability. Just because you flip heads 50 times in a row does not mean that the probability of heads is higher than the probability of tails - sometimes, random processes do things that don't look random.
As to the original question, Premium Spectre Packs are better for ultra-rares (here's a poll showing community estimates: social.bioware.com/forum/1/topic/343/index/11720087/8). Normal Spectre Packs (or, for that matter, Veteran Packs) are better for getting gear. I'm not sure if there's a difference between Veteran and Spectre for gear though.

Spectre Packs in repetition for Ultra Rares
I've had way more luck getting Ultra Rares out of Spectre Packs than Premium Spectre Packs. Repetition matters when dealing with the randomness of the store system. You can buy way more Spectre Packs than Premium Spectre Packs in a row and get more useable equipment, as well. Premium Spectre Packs may have a slightly better chance of giving you an Ultra Rare, but their cost doesn't make up for it. If you're looking for character upgrades and XP buy Premium Spectre Packs. You get way more character cards out of them.

Do you have access to inside information? Other than your first sentence about your own pack buying -- which is anecdotal -- everything else you said can't be substantiated. Not to mentioned it's kind of

Actually do the math. Say the OP was to have 1.2 million he could buy either 12 psp or 20 rsp.
12 psp = 60 d-pad consummables, 24 equipment consummables with 12 chances of gear upgrades, and 24 gold items with chance of 24 ultra rares.
20 rsp = 100 d-pad consummables , 60 equipment consummables with 20 chances of gear upgrades, and 20 gold items with chance of 20 ultra rares.
So to get a chance for 4 chances at ultra rares one must forgo 40 d-pad consummables, 36 equipment consummables , and 8 chances for gear upgrades.
I think spectre packs is the obvious choice.
