I meant it was never stated how TIM controlled Shepard. Was it how he controlled his agents? Did he learn a different way to control? Did he control through indoctrination that was implented before?

And? If I make a theory based on the dark energy ending it doesn't change from being fanfic. They didn't use it, then is not there.
