(Such how you can change them, as well as what ones you need to place in a hak, or in the server or client overrides to work, etc..)
What 2da's in specific do you need help with first?

This post is updated with the correct current haks.
This first hak is for your TLK folder.
Take the Cep21_1.7 tlk and place it in your tlk folder.If you dont have a folder called tlk create one called tlk and place it ON THE SAME PAGE you see your hak folder.You should then see the tlk folder in the list along with the hak folder.

Cicking the link below will ask you to download a tool called 7zip.IT IS REQUIRED for the opening of the four files because they were larger then nwn could package.So this tool creates the hak explained further down.

With the program 7 zip downloaded and those four haks above completely downloaded scroll with your pointer over in to mirk16.7z.001 and right click then you will see 7zip scroll so it opens the list and hit extract here.It will create the
~mirkv16.hak
Place the ~mirkv16.hak into your hak folder and go to the next step.

Take the haks out useing 7zip.
Right click on the file and hit extract here.
It will create a file that ends in .hak

One tool I'd suggest if you've never modified 2das before is TLKEdit, though, it really makes everything a bit easier to grasp.
EDIT: Actually I'm not even sure if just editing 2das would work for the things you listed, they have model names that match their entry too. :x

Ok assuming your current setup works for you (why fix what isn't broken).
As the vault page lists:
First, export each 2da file from your top cep hak, and open each in notepad (just associate it with 2da files) and change the lines as indicated on the vault page instructions under "Technical details":baseitems - new weapon type added on line 213.
parts_bicep – new parts added on lines 100 and 101.
parts_chest – new parts added on lines 100 and 101.
parts_forearm – new parts added on lines 100 and 101.
For Rubies Surgical Weapons, add the following line to BaseItems.2da as line 510:
(or after whatever your last line is, changing line number as needed)510 496 specialized 1 1 0x00010 0 0 WSaHu 0 1 **** **** it_bag iwthsh 0 **** 1 2 **** 1.2 0 50 1 6 2 2 1 10 1 2 **** 8 8 0 0 1 **** **** **** **** **** 4 0 0 5410 0 1 30 1 **** **** **** 35 35 65 19 1
For wounded body parts:
In parts_bicep.2da replace lines 100 and 101 with:

You want to make a "top" Hak file placed in first in order (to override all others) to hold 2das and any other info files.100 0 0.94

Yes, players will need to download your PW's custom hak to play. As long as its just modified 2das and info files, its should be relativly small in compatison to your other content required. You will also require a hak (it can be the same one even) to hold the other info required for surgical weapons and wounded body parts (mdls, textures, etc).Builder__Anthony wrote...

Yes, you can do this all in just notepad and the nwn hak tool.
That sounds like the the one, whatever CEP one is listed first in the Custom Content section of your Module Properties.

Is there a reason other than the CCP you are not using 2.4 instead? You would be able to eliminate a few of your required haks as they are now included in 2.4. (all the Dragons from Dungeans and Dragons, and the CCP specificly) as well as being current and up to date. These has been a LOT of new content added since 2.1.
Requiring your players to rollback to 2.1 would be a hard sale I'd think...

2.4 should run 2.1
They do need the 2.1 tlk folder though.
I think theres alot of material i dont need in cep2.3 and 2.4
