I prefer the elves in DA2. If all elves got the same time and details like Marethari, Merril, Orsino and Athenril for example I would be very happy. Also BioWare, stop it with the clown make-up please.
They spend resources on making the primary NPCs we interact with looking good, and minor quest people or crowd fodder are allowed to look worse. There are two options: spend the same amount of resources to make all NPCs look the same, rather than have a few exceptional ones look better, or take resources from some other area of the same to bring the lagging NPCs up to the standards of the superior NPCs.
I don't really understand why everyone thinks ALL elves must look wonderful. There are always going to be more attractive persons among all peoples, and that level of attractiveness will vary among onlookers. Even if you go by the standard elf lore of elves being perceived as beautiful by humans (as Zevran references), that doesn't take into account yourself (the PC) being of another race.
I agree 100% with your clown makeup comment though. Some of those choices, on elves and humans are just... no.
