I entirely disagree with this assessment.
For instance, you claim the animation is long; it is somewhat noticable, but not significantly long. However, you can do it FROM COVER, to enemies IN COVER, and its undodgeable. Cryo Blast cannot be cast while behind cover, has travel time and can be dodged; particularly on Gold, and the odds of curving around cover are as inconsistant as any projectile power.

Furthermore, you indicate that the fQuarian should be used as a weapon damage based character, relying on Cryo Blast as a damage debuff. This is another area where Tac Scan is superior. First, it lasts significantly long, while Cryo Blast will require CONSTANT reapplication, which prevents Incinerate spam. The chances for continued dodges is a serious threat as well. Tac Scan can spec for as much as 32% weapon damage and 25% headshot damage, while Cryo Blast is only 25%, and only at rank 6, while TacScan has serious damage bonuses at even rank 1. Other alternatives include Proxy Mine with its 20% damage buff at rank 5 (to Cryo Blast's 10% at Rank 5), with not only a longer duration, but damage dealing potential and a much easier time hitting targets (plus better radius!). Its also found on classes with superior weapon handling potential (Sala/Geth Infils and Turian Soldier), meaning that 20% damage bonus will count for a LOT more from the high weapon damage which the Quarian just can't match.
Even Warp is capable of 15% damage debuff at level 5, with DoT, a longer duration, and being found on classes which are just not so seriously handicapped by their powers (H. Sentinel, A. Adept, T. Sentinel). In fact, the Turian Sentinel is an example of someone who can do the job of a Quarian better. More tanky, similar damage debuff potential, better tech powers, but better with weapons.
Your explanation of how to use the fQuarian Engineer is logical, and I am not saying its not useable; but in this area, it is outperformed by a variety of classes, both those with higher weapon damage AND better powers.
I think you make good points, but I still think tactical scan is better than cryo against bosses, but not against other enemies (I'm not saying it's bad either). From my experience with both quarian engineers, I know that I've tried to use tactical scan extensively and in the end I find myself using it only on bosses because otherwise is just not worth it (at least with my build). Plus, the area of effect of cryoblast might not be of much use to the caster, but a bunch of chilled enemies will be a welcome sight for your teammates.
In another area, I would like to state clearly that I totally support buffing the quarian female because I agree that she is outperformed in many areas, and the arrival of the male quarian engineer makes it bluntly apparent. I just wanted to say that the female quarian is perfectly viable in gold as it is, although admittedly deserves better, and at the same time point out that probably those who cannot make it work beyond silver are doing something wrong, and I would know about that because I did it wrong for a long time until I made her work consistently in gold.

I've managed to top the scoreboard with her more times than I can count. Yeah, that's right. Armed with a Scimitar and the Eagle, by the way. It is simply an awesome experience.
If she gets a decent buff, she's going to be unstoppable.

I absolutely love my QFE. One of the classes I got the hang of rapidly and usually perform the best with at the end of the day.
Would you even bring into Gold ?
For some reason I just seem to have more fun playing the QFE - I really can't explain why though. It just seems to fit me well even though I'm more effective with other classes

And this for me is the major issue, while playing in this way is "doable", you can do it better with other classes
Any idea's on how the turret could realistically be improved? I find it useless up to Rank 6 and even then the other drones, turrets are superior

I only bring my Asari Adept into Gold to be honest and only on the maps I know well. I would fear for my Quarian Engineer in a Gold situation, the other Tech classes would pick on her and more then likely steal her lunch money

I don't know about damage, since I use the geth turret for defense. But I've noticed that the Banshees will completely ignore the Quarian turret and go straight for me, while when I throw a geth turret next to them, they immediately go and attack it.
I've tried it extensively, there's just no way around it. I knew the decoy, turrets and drone had their enemy attention decreased, but the Banshee just ignores it completely, every single time. Something must not be right.
Also, the turret's freezing ability lasts for like a second. It's very underwhelming.

FQE was my favorite class when I first started playing--until I began getting comments in the lobby like, "wow, a quarian engineer, haven't seen one of them in a while..."

You'd make my year if you replaced Cryo Blast with Overload. Seems more fitting for an Engineer and allows for tech bursting (and who doesn't love that?).
And while it's not balance related, she could use some cosmetic changes. Maybe better "pattern" options (or perhaps non-striped fabric option and better Primary/Highlight color mixing on fabric). Or some of that sweet Quarian armor Tali was rocking in the main game.

If you get "your" Overload instead of cryo blast FQE shall be equal to HEngineer.
Female Human Engineer still rock - no date need. He always rock on her own, crying "For Alliance" frying or shocking everything in her sight. She is iron lady and no need love
She no need "bOnanos" and other fruits or vegetables.
Just be sure that you paint this lady in black/gray color and to add bloody-red stripe on her left arm like very Shepard and everithing is OK.

On Silver there are times when the Banshee will stop by the turrett and turn and stare at it while it melts her armour, but it dosen't happen that often and I can't work out why sometimes she ignores it and other times she dosen't. When it does work it does do some damage though
