If I have a longbow with "rapid aim" and the talent "aim" (sustained ability) what's the difference? Should I keep the "aim" ability up also?
Also, what is the maximum about of strength you need for the prefered ranger equip?
Also, strength or cunning with lethality? Or just pump dexterity and willpower?

they're quite different.
Aim is a sustained mode. it increases your attack rating, damage, and chance to crit. it decreases your rate of fire with normal shots.
a piece of equipment that says "Rapid Aim" has a built in passive increase to your rate of fire with normal shots. it doesn't stack though, just one piece of Rapid Aim gear is all you'll ever need. it also doesn't stack with the "Rapid Shot" passive mode.
in general the Aim passive mode isn't particularly good for sustained DPS. you'll usually get better results leaving it deactivated. it can be useful in certain situations though, for example against enemies with very high defense or at very long range who would otherwise be difficult to hit. the attack rating bonus is useful in that case. but the rate of fire decrease is significant so if your enemies are hittable without the bonus you should leave it off.
re: your other questions
Strength - if you're a rogue archer you'll need 20 strength in order to equip tier 7 light armor. any additional strength isn't strictly necessary but can potentially increase your longbow damage.
Cunning - this is usually a much better stat for rogues, even for rogue archers (provided you have lethality). Cunning will benefit your character in several other ways besides just damage so its a good investment. from an archer point of view it has the best results if you spec Bard and use Song of Courage (provides a large bonus to attack, damage, and crit and scales based on your Cunning).
if you choose to go with the Ranger specialization though you might not have many talents or abilities that scale with cunning so you'll probably get better results with pure dex. willpower might be good to a point but you'd be surprised how little you really need. the baseline stamina increases from leveling up are often enough to get by. willpower is a pure luxury stat. use your judgment. probably don't need to focus on it though.

Unless you plan on being a bard or a very skilled lockpicker, just take the minimal amount of cunning (you may still want 18 to 22 for combat stealth and master stealth, if that's your thing).
Rogue talents don't work very well with archery. Dirty fighting is great but you get it for free and it doesn't scale with your cunning since it cannot be resisted. The talents that improve your backstabs are mostly irrelevant since you don't backstab with a bow. Deadly strike is strictly melee-only, the crit bonus from lethality only works with melee weapons, and if you're an archer rogue you *shouldn't* need evasion or feign death, beause typically you'll be attacked last. Dex gives you attack, defense, and damage, as well as the prerequisites for your weapons and weapon talents, it's really all you really need. Throw in some willpower if you feel like you need more stamina.

I'm an oddball... My character is an archer tank... massive armor and a longbow... lol...Well it varies, I gave her master two weapon too so she dual wields longswords... and a nice pair too.

I would have to disagree with the assessment above that Aim is a subpar damage sustain for an archer. It is possible, with the right equipment and party, to have aim add as much as 50% ranged critical chance. As long as 'rapid aim' is somewhere on gear the attack speed reduction is certainly worth the increase in critical chance alone, warriors use precise striking for potentially less added crit.
