It's not. He doesn't even say "we find a new solution" when only Destroy is available. And he says himself - "soon your children will create synthetics and the problem will return". SO he already knows it's not a solution, just like he already knows the current solution is breakable.

the catalyst think that organics will continue to build synthetics which will rebel against the creators, but... now the creators have the crucible.
Which is more effective protection than the reapers as they are now (under the control of the catalyst)

so the caos will continue, yes, but now the organics can defend on their own.

And that is why the Ctatalyst should be coming up with new plans how to stop the Crucible or defend from it, not commit suicide just so new synthetics can be build in 200 years and the same thing happening again and the Ctaalyst failing to fix the problem it was assigned with without even trying. Destroy & Control are capitulation because they don't guarantee any solution, only Synthesis does. That's why he only says "we find a new solution" when Synthesis is available. So unless the Crucible forces him (which he says himself it does), it makes no sense for him to capitulate

Ohh but a certain faction DID meet it, in fact, that one faction which also has the capabilities of directing other organics races as they see fit actually DESIGNED the Catalyst. The same faction that was very reluctant to answer Shepard's question on what it knew about Crucible only admitting that "we have have watched its construction before"...

yes it is. True, he doesn't say "we find a new solution"... but he say "if there is to be a new SOLUTION, you must act. It is now in your power to destroy us" Can't be clearer.

"soon your chiilder will create synthetics and the caos will come back"? Yes, the caos will come back.
but if you think about it, the caos come back every cycle (see the geth, the metacon war)... despite the reapers. It's inevitable.
simply for now on, organics + crucible can reset everything better than the reapers. The problem remains, because as you said synthesis is the only "true", definitive solution.
Control and destroy are partial solution. But both control and destroy are now a better partial "solution" than harvest.

you're missing the foundamental point.
"MY SOLUTION WON'T WORK ANYMORE". The variables have been altered.
Next cycle will win, and refusal ending proves it.

if the catalyst doesn't capitulate now (which is exact same scenario of refusal ending... crucible destroyed and "the cycle continue"), he will capitulate later.
we don't know how he can be so sure, but that's it. It's a fact. THE VARIABLES HAVE BEEN ALTERED, MY SOLUTION WON'T WORK ANYMORE AND REFUSAL ENDING PROVES IT.

So the choiche for the catalyst is between letting THIS cycle (which has proven himself exceptional) win and try to find a new permanent solution (anyway they have the crucible as a partial solution, and the crucible can protect organics from synthetics better than the reapers) or being defeated by NEXT cycle (which is a bet) and let them try to stop the caos.



about the Leviathans... they might have "helped" with the crucible design, yes. But that's all we can assume right now.
Anyway something that can hack the most advanced AI in the galaxy alias the collective intelligence of the army that almost destroy the Leviathans, forcing it to commit suicide, can't be defined "little more than a rude power source".
