POLL: N7 weapon or Ultra-rare in Victory/Commendation pack?

Because of the special weekends, I now have 3 out of 4 of the N7 weapons@ levels 1,2 and 3, but I only have the M-358 Talon @ level 1. And the Valiant was the only N7 that I wanted, but I don't have it.
I feel the whole N7 weapons idea is flawed. They are powerful weapons, but now that they are given out like candy from a stranger, they will obviously adjust them and make them weaker once players get them at level 10 and surely become overpowered.
The Ultra-rares (also overpowered) could, at the least, slow the ability to level up the N7 weapons, and be a welcome reward/distraction. I don't have the chance to play for hours and hours and hope to receive an Ultra-rare after 100 Spectre packs. Right now the Utra-rares are the only thing I'm looking forward to.
Side Topic:
I'm tired of the random items. Very tired. I have poor luck.
Anyone else, like me, only play on the challenge weekends because the Victory/Commendation packs are the only sure thing for decent items?
