If I recall correctly, in ME3 Garrus' passive class power tends to buff up his sniper rifle damage slightly more than Ashley's, while Ashley's class power buffs up her assault rifle damage slightly more than Garrus'. So you could perhaps take that as a pointer.
Ashley's the better sniper of the two in ME3, though.

Thane is good, no doubt, but I'd imagine that as an assassin he would need time to set-up for a good shot.
Legion, well, he is a robot and started his career as a sniper 300 years ago, so if I had to guess, I'd say he is at least very good. I didn't see him in action though, aside from sniping a few Husks, so it's hard to say just how good he is.
As for Garrus, well, his feats leading up to his recruitment mission in ME2 speak for themselves. So Garrus it is.

I'm not going to judge gameplay because, for the most part, I'm only paying attention to my Shepard. (And I'm definitely not the best marksman. Unless you count shooting the enemy right in their bum. Most of my shots land there. I don't know why. Maybe I'd win the vote for "most unintentionally hilarious marksman.") Garrus does seem to steal my kills more than the others, though I haven't really used Ashley.

Well, I did the experiment quite often: Ash & Garrus, in my first playthrough.
Both do quite well, 'though Garrus has a tendency to die more often than Ash. She simply doesn't get down if placed perfectly. In the final mission - when you have to use the Thanix Launchers - she died exactly once. Garrus fell more often (but not half as often as Liara I had in another variant of that mission, same playthrough 'though).
If it comes to survivability, Ashley is the better sniper than Garrus - in mission. Which is sheer irony - she can die permanently at two points in the game, Garrus can die only once.
