It's a tough call, but I'm going with Garrus.
Legion: Might be related to the farming unit in Rannoch: Geth Fighter Squadrons, but it falls short of Garrus when calibrating Normandy's guns (not the same thing, but still).
Shepard: Can't always uses sniper rifles in ME1.
LotSB: Thane's Dossier shows he prefers close kills despite the single story about how he met Kolyat's mother. I think that sniping is not his preferred method.
LotSB: Garrus' Archangel Dossier shows that he prefers maliciously ironic kills for special occasions. Sidonis is a special case. However, he shows great aptitude for sniping anyone else.
The reason Garrus gets my vote: He has had many, many impersonal kills -- the ones deemed unworthy of ironic deaths, and he was good at it. Sniping Sidonis in the same way might be a particular, personal insult towards Sidonis -- underserving.

It could be because Ashley's passive class power can give her higher buffs to health and shields than Garrus' does. If I recall correctly, she actually is the toughest of the non-tank squadmates (i.e., Liara, Garrus, Ashley, Tali and Javik), while Garrus is (and always has been, really) somewhat fragile. Viewed that way, I think it makes a certain amount of sense that Ashley can do more damage with assault rifles (which are mid-to-close range weapons) while Garrus can do more damage with sniper rifles (which are long-range weapons).CptData wrote...

Well, I did the experiment quite often: Ash & Garrus, in my first playthrough.
Both do quite well, 'though Garrus has a tendency to die more often than Ash. She simply doesn't get down if placed perfectly. In the final mission - when you have to use the Thanix Launchers - she died exactly once. Garrus fell more often (but not half as often as Liara I had in another variant of that mission, same playthrough 'though).
If it comes to survivability, Ashley is the better sniper than Garrus - in mission. Which is sheer irony - she can die permanently at two points in the game, Garrus can die only once.
(At the end of the day, in terms of gameplay Ashley can dish out more weapon damage than any squadmate, simply because she has Marksman, but I'm mostly focusing on base weapon damage here)

Garrus and Legion are most likely equals.
As for gameplay wise I have to say Garrus is the best, simply cause he saves my *ss from time to time and in all honesty Ash should be using a Revenant she rocks with that gun.

Legion would be the best shot, but I call shenanigans on account of being a robot.
Ever since Me2 I always had my own head canon that infiltrator Shepard and Garrus would compete against each other over who was the best shot. I was pretty happy in ME3 when I got to shoot a few bottles with him. Couldn't miss though, he'd never let my Shepard live it down.
