From what I can tell, Bioware's whole public response to the imbroglio has been so confused, inconsistent and messy that I somehow doubt that they have a consistent or thought through marketing and advertisement plan for Mass Effect 3 beyond the multi-player component at this stage.
You literally have nothing to go on other than the strong possiblity they're making the Extended Cut. I'm not even 100% sure they are, based on their public statements. They may well have changed their minds if they claimed never to have gameplay added-- which doesn't seem to be clear since it's all based on stupidly cryptic remarks from a PR person not involved in developement. You literally have nothing to go on. Everything is just rumor, gossip, and... speculations.

They're taking time because VA schedules, and ecause they've screwed up so badly that it's really hard to improve this even to a "meh" level (i don't think that they could patch it up to anything better. Still an improvement of the current "terrible" level)

Merizan never said there would no gameplay. No Bioware employee has ever said that. Someone told Merizan that even though the EC won't have gameplay, they would remain optimistic. Her response was, "where did you here that?". Obviously pertaining to the comment about no gameplay. Bioware is playing the EC close to the chest for a reason. They apparently do not want us knowing what it contains.

No, the time they took to ACTUALLY make it was really shoort and most was spent in the booth. I remember took them 3 weeks just to SCHEDULE a meeting in where they would discuss it. After 5 weeks of denying their error. So, I don't see from where you took such long development time.
And being brought back to Cronos station only show how bad the decisions were, in what to do once the galaxy is destroyed by the player. Not that they will in any unexplained way to change 180° their development paradigm. ME3 is weak. Their new advertising selling that people who buy the game should ignore the end and pay attention to the middle only is weak.
EC will be weak.

Not to mention, the models are rigged, the animations are set, and the MOST IMPORTANT PART OF ALL: THE RENDERING IS REAL-TIME IN THE PLAYER COMPUTER. No rendering, cut, effects application, and coding. Just a bunch of triggers programmed.
