So I'm running this off Steam, and I get the same error message at some point during gameplay.

Things I've Tried
Setting Steam to "Run as Administrator"
Setting steam to compatibility mode for XP and Vista
Re-installing
Minimizing graphic quality
Minimizing screen resolution
Running in windowed mode as opposed to fullscreen
Disabling a CPU from the task manager
Disabling UAC
there are a few more that I forgot
Please, for the love of god, there has to be something I can do.

You have Intel HD graphics which are not supported. To get the game to run properly, you need to upgrade your graphics hardware so you actually meet the system requirements. If this is a laptop you're better of buying/building a new PC.

I've read about some people being able to at least boot Mass Effect 2 on Intel graphics but with a lot of graphical artifacts and an unplayable framerate. I can't point to an example of ME1 running on Intel graphics.

It's possible he has a better model, but perhaps you should send him a personal message via YouTube. I personally wouldn't play with that framerate and those visuals, but I can only speak for myself of course.

My issue is that the game will run. It starts, and I can play for a little bit, and then the error message I posted earlier pops up and the game closes. It sounds like the game shouldn't run at all with my graphics card, but this is actually not the case.

Your video card is definitely an issue because it's not supported. I've never really found Intel Graphics and Gaming to even go remotely hand in hand. That said, it is [rarely] possible to run games on unsupported hardware, but honestly my first suggestion would be installing a dedicated video card.
I did have a similar issue when I first installed ME1 because I had an unsupported Nvidia 8500GT, and I would get random general protection fault errors. My workaround was finding beta drivers that got the game running flawlessly until I upgraded the card and PSU. You could try this approach, but I really wouldn't guarantee it with Intel.

General protection fault has been linked to bad graphics cards and drivers.
